  Advert.dll is not part of Netscape, but part of Gozilla and some other software.

Rename C:\WINDOWS\SYSTEM\advert.dll to advert.old and see if that helps.
If it is OK but another application needing advert.dll is killed, try putting
advert.dll in that program's folder.
