        Here is information that would help:
Restore your contacts
        When you need to reinstall or install ICQ on a second computer,
forget ICQ's address book import/export utility. You're much better off
if you save a copy of the ICQ database (usually found in C:\Program
Files\ICQ\db). After you reinstall ICQ and enter your user ID number,
just copy the db backup over the new directory, and you'll get back your
old address book plus your message logs.
