You can do this in several programs such as Adobe PhotoShop, Adobe
Photodeluxe, Corel PhotoPaint, and several others. The catch is, they will
only retain the "transparency" that you use if it stays within each
program's proprietary format, e.g. If you did it in PhotoShop, you have to
save it as a .psd and not, say a .tif or .jpg
You can also buy 3rd party filters such as AutoFX PhotoGraphic Edges that
will let you do some VERY elaborate borders within any program that can take
PhotoShop plug-ins. You can download a demo from www.autofx.com
If you intend to use this on a web page, you have 2 choices:
A) If there is a solid background on the page the photo will appear on, you
can simply select that color in an imaging program and paint your own
border, just make sure that your colors match EXACTLY or you get a faint,
yet discernable border.
B) You can go with the transparent .GIF option previously mentioned by
David. This is the best option if you have a textured (or photographic)
background on the web page. Many programs have this capability. If you are
on a budget or need it fast, download the trail version of Paint Shop PRO
from www.jasc.com It has all the functionality you need...
