i have experienced this exact same problem on various occasions...  in the
most common occurrence which is about once a month or so due to installing
and uninstalling various software..  a simple Full Hard reboot fixes it...
reset just doesn't cut it for some reason... however in the case of one
other machine i had to fully reinstall windows because an uninstall
corrupted a some files and it was alot easier to reinstall then find all
the files...if you haven't tried the full reboot i would suggest that first
and wait on the reinstall until some others offer some possible suggestions
