In order for MLPPP to work, someone or something at the other end of
the phone line has to convert the two phone lines of traffic back into
a single IP node. Odds of getting that to work through different ISPs
are so close to ZERO that we can ignore them. Effectively, both modems
MUST connect to the same ISP (which must support MLPPP).
