Arthur,
Almost all database programs can import a delimited text file. The real
question is not IF but HOW will it import the text file. In some systems,
you must first create an empty table with field identifiers, field lengths
and types, and all the other parameters before you import the data. MS
Access (and some of the other programs) has an import "wizard" that steps
you through the import process allowing you to build the table
"on-the-fly". You can even choose to not import certain fields/columns.
Many of the higher level database programs can import data directly from
another brand of program -- eliminating the need to export to text, then
import the text. Access also has the ability to directly import data from
a mainframe system (via SQL).
