For a very straightforward fax program, I like one called "Just the Fax."
(And I like the name, too.) You can get it at http://www.shareware.com. I
could give you a three-line long URL, but it's easier to go there and
search for "Just The Fax."

This is shareware, and available in a version for Win 3.1 also.
I am not a great fan of MS Fax, myself.
