I have not seen anything on the MS web site that mentions this file
can be used on Windows98 or with the service pack installed.  I spent
some small time playing with it and it seems to only be a new method
of adding a service pack.  From what I can tell it replaced these files on
my system:

msconfig.exe
pci.vxd
apmbatt.sys

I am sorry I have no definitive answer on this for you, but that is the
best answer I have so far...
