I can't guarantee that this works in ME, but as it's a BIOS setting, I guess
it should be ok.  It certainly works in W98, I've had mine set this way for
over a year.

Go into the BIOS and rearrange the boot sequence to eliminate the floppy.

Keep a non-bootable floppy in the floppy drive at all times.

This should eliminate all gratuitous floppy clicking and clanking.

If you need to boot via floppy at any time, just rearrange the boot sequence
temporarily.
