  There are two basic possibilities:

1.  There may be a line in SYSTEM.INI or WINDOWS.INI, or an entry in the
registry, that is bringing up Explorer and specifying this directory.  But
this does seem kind of unlikely....

2.  Win9x has a nice "feature" that if you shut it down while Explorer has
some folder open, it will "remember" this and re-open that folder when you
reboot.  Try closing that Explorer window, and then reboot and see if it
comes back.
