There is a multitude of potential issues, could be network, hardware, software or malware/viruses.
The very basic, how is the connection being made, wired or wireless? I would attempt to connect via a wired connection first, from a known good connection and good cable, where another computer connects without any problems.
If wired, there are usually two lights on the back of the computer where the cable plugs in - on my two wired computers, the aged Gateway has a steady green and a blinking green light. On my Dell, a steady orange and a blinking yellow light. That should indicate a good connection to the network/internet.
Once the list knows if that is working or not, more suggestions can follow.

This is for my sister. She has an all-in-one Dell with Windows 7. Recently, she has been having problems using the computer. She can't get onto the internet although she has been able to pull up her home page (probably cached?). Some programs won't open and it's very slow. She has run Norton which hasn't come up with anything.
Taking it to the Geek Squad will cost almost as much as buying a new computer so she's getting a new one. But, I wonder what can be done to diagnose and resolve her issues?
Any suggestions?
