Why the blocked senders go to your delete folder and how to change this behavior.
Read the top of the Blocked Senders window - that's what it does, it moves them to your delete folder. Choose Menu, Tools, Message Rules, Choose Blocked Senders tab
If you want never to see them, click the Mail Rules tab (also at Tools, Message Rules) to create a new a rule with the "Action" of "Delete it from server" and put the items from your Blocked Senders list there instead. Give the rule a name that is meaningful to you. You can add as many "from" addresses as you wish to the rule. Note that you can also make rules to intercept an email by Subject line or even by a phrase in the body of the email. Look through the Actions to see all the things you can do with the intercepted email. The Message Rules are actually quite powerful.
If you select the item in the Blocked Senders List and click the "Modify" button, you will be able to right-click and copy the item and then paste it into the "Add" box for your rule.

Subject: [PCSOFT] OE blocked senders
There are 2 senders who I've blocked in Outlook Express, but their messages are still delivered to my Delete folder. Why is that?
Thanks a lot....Ron K
