First, see if it is Open.
Your ISP, or firewall -- (hardware or software),
might have already done this for you.
<https://www.grc.com/x/portprobe=135>

That is Steve Gibbson's site.
He gets a little carried away sometimes,
but I think you will like him.

If that does not work for you,
go here instead and hit the link to probe that port.
<https://www.grc.com/port_135.htm>
That page has lots of background info too.

While you are at it, why not test them all?
<https://www.grc.com/x/ne.dll?bh0bkyd2>
After there, hit "proceed".
Hit "all service ports" on the bar near the bottom.
BTW: It only test a small number (first 1056)
of the common ones.

Any "bad" results you get you will have to figure
out yourself.
Write back to the the list.

I thought "shoot the messenger" only had to do with
Administrative Messages/Alerts posing as SPAM sent
in a particular way.

Not pop-ups in general.

It can be fixed by blocking UDP traffic into port 135.
