Win 98 SE - Cannot get folders to retain "sort by name"

This is driving me up the wall.  Folder items have become randomly sorted,
and no matter how many times I do the tollbar commands

"View"   >>> "Folder Options"  >>> "General" Tab  (tried both "Custom based
on settings you choose" AND "Classic options")

"View" Tab (after first sorting folder items to list by name)   Tried both
"Like Current Folder"  AND "Reset All Folders"

Exit, open folder again, back to a scrambled mess which happens in every
folder I open and every "save attachment as" function I perform.  Extremely
frustrating.  Ideas would be appreciated.
