There are two options that come to mind.
1) You can simply reinstall Windows98 and it will leave your existing settings
in place and replace any missing files.
2) You can use System File Checker (Sfc.exe) to replace and missing or
corrupted files in your existing Windows 98 installation. Just click on
Start / Run and type in: SFC.EXE and click on OK.
