Hi,

Sounds like there is a program or command given at startup to op it.

Go from start, than the 3third option from below, open or start command it's 
called i believe in english. Type there msconfig and press enter.  Look 
under the tab startup if there is a link in the middle row that has a 
command to open this folder mostly a command with /program files/dell 
behind it. If so remove it or make the checkbox in front of it blank..
