I wonder if perhaps it's some sort of quick-launch bar that he's
inadvertently uncovered? Perhaps one he didn't know he had installed.

You could test that theory by dragging an empty portion of the blank space
to the top of the screen. If it moves there, then that's probably what it is.

Dragging the edge of the screen isn't moving the desktop, it's simply
widening the launchbar (if my theory is correct).

If he doesn't want it, run msconfig and turn off whatever program governs it.

Can he activate, identify or delete the mysterious icons? Try right
clicking them and select Properties.
