This is generally an IE4 problem, that I have corrected only by a complete
re-install of IE. In the case of W98, sometimes an "over-the-top"
re-install of W98 will bring about the correction. I have found that this
problem is not just simply an IE security problem or a W98 Critical Update
issue. Sorry to be so vague. I'm speaking only from trial and error
experience. HTH
