  Windows will create a window with the location and attributes
specified by the application that owns it.  Very often, an application
will let Windows pick the location -- if you run a bunch of these at
once and don't move them around, you'll see the windows are "cascaded"
on the screen.  A few applications will let you position a window where
you want it, and save that position for future use.

  I believe there's also a default font for windows, but few
applications (Notepad?) rely on it.  Programs that provide text windows
may give options to choose a font, but dialogs have this info hard-
coded in the resource data.

  It does seem that these are things that *could* be managed centrally,
but the defaults provided by Windows are too minimal to provide the
features you seek on a global basis.
