In either version of Windows 98 or 95, you can access this from inside
the Internet Explorer *OR* from the Control Panel. The Control Panel is a
little different between the versions but the MSIE method is *exactly* the
same no matter what version of Windows you are using.
Open MSIE, click VIEW -- INTERNET OPTIONS -- CONNECTION tab
Now select the option for CONNECT AS NEEDED (or however that is worded.)
