Have you checked the related registry settings (MTU, TTL, etc)?
Also, is it just traceroutes where you are noticing the
difference?  Any possibility it could be something at your ISP's
end?

I can't pinpoint when it started, but my DUN connection has
really taken a
performance hit recently.

Traceroutes used to list average response times in the
100-150msec range,
now they are always well above 500msec.
