Phil:
If this program was written to run in DOS / WIN3.1, consider the
computers of the day were running at 33Mhz and had about 4 Megs of RAM.
If you are currently running the CPU at 700Mhz and 64 MB RAM. The
program may not be able to cope with the speed of CPU oe the size of
RAM. Try out a program to slow down the CPU and some sort of MEMeater to
reduce the available memory. That is one protocol to try.

Boot with a bootdisk of DOS ver 5.0/6.22 and try running it. Do post
your results. We are all curious.Good Luck.
