Windows 9x has some preset schemes that will give you larger menus without
having to figure just which of the settings in appearance change them.
Right click the desktop, go to properties | appearance and click on schemes.
If you have one set up that you really like save it first.  There should be
some schemes labeled large and extra large.  Try one of those.
