If it's really OEM, but they're not selling you hardware with it, then no,
it's not legal. But it's more likely to be counterfeit/pirated, or even a
phish of virus trying to get you to click.
Is it a trap? Well, does any of the possibilities above sound like
somebody you want to give your credit card details to????
