Found it, thanks.
The problem was the tools, download, opened a box also called download which simply showed at the bottom that "desktop" was the default setting.This box allowed no changes.
 I did not notice that the LEFT MARGIN had additional icons in boxes, one of which is "downloads" and that is the icon to click on to see the option to set a new destination.
