I don't think it's built into IE, but when you install Acrobat Reader (or, 
I think, the preferable Foxit) the installation should give you the option 
of installing it as a BHO (Browser Helper Object). It will then become an 
integral part of IE.

I can't say for certain about Foxit, as I don't recall going to any 
websites where I've ever wanted to open a pdf file.
