The powertoy.exe file is a self-extracting archive, and not an installation
file. Un-archive it into any directory, and, to install any individual
item, just right-click on the relevant .inf file and click on "install" on
its context menu. That's all.

For the "Send to" option, right-click on the file sendto.inf, and then
click "install".
