If your page is at Maximum the double arrow won't work. Page needs to be in min mode( you should be able to still read the page but it will be a bit smaller vs in the task bar).
If the task bar is relegated to sit under pages as you view them you will have to pull up the bottom edge using this double arrow technique about 1" up from the bottom.
If you put it on the side, you can drag it to the bottom (or top) if you want to.If you right click on the task bar once you find it, click on properties you can lock it to stay on top of all other windows.
I can't imaging that only the start showed up but the rest did not.
