Use a process of elimination.

Run Msconfig.exe and uncheck EVERYTHING from startup. Reboot and check that
there's nothing running except the essential Explorer and Systray.  Nothing
else.  Let the computer run for a while and see if the problem has disappeared.

Then run one program at a time until you find the culprit. Particularly
suspect anything that might be doing a backup routine,
so-called"crash-prevention" progs, antivirus scanning, scheduling of any sort.

If you used a so-called "restore disk" to reinstall Windows, you may have
reinstalled more than just Windows.
