Rick,

A *basic*  overview of the complete boot up process is:
1. POST
   (a combination of BIOS settings and ROM instructions)
      Look for a video card
      Count up the RAM
      Look for a keyboard
      Take inventory of the hardware
      Look for more instructions (the Input/Output SYStem)
      on the disks drives
2. Load IO.SYS
3. Load MSDOS.SYS
4. Load CONFIG.SYS (drivers are loaded)
5. Load AUTOEXEC.BAT
6. Windows starts.
    (unless someone pushed F5/F8 at the right time)

The programs you speak of, Norton AV and McAfee, are run from command line
statements in the C:\AUTOEXEC.BAT file.  The first place that you can begin
to exert any kind of "control" or "choices" by "talking to" the PC is at
step 4, the CONFIG.SYS file.
