  It's *almost* entirely up to whatever program is the current target of
keyboard input.  "Nothing" is a fairly common answer.  F1 is very often "Get
help", and F4 is routinely "Close this window".  F2 is sometimes "New" and
F3 is sometimes "Repeat Last Search".
