I'm not familiar with Nortons, but the usual reason for freezing on any
installation is because there's not enough computer memory available, or
too much running in the background (probably a combination of both).
Use Enditall to close down everything--a normal precaution before
installing anything new.
Or, perhaps, try installing it in Safe Mode.
It's not clear from your letter whether you already have another a-v
program running---this would almost certainly interfere with the
installation--make sure it's completely disabled first. It may be running
but not show up in Task Manager (Alt/Ctrl/Del). A-v programs tend to see
new installations as an attack on your computer.
Don't forget to save a registry backup before you install---in case the
program runs unsatisfactorily and you later want to revert. Uninstalling
most a-v programs usually leaves an awful mess of redundant entries in the
registry.
It's ALWAYS a good idea to save a registry backup when installing ANY major
new software if you want to keep your registry in good condition.
