I would love to have *this* tweak! I can't comment on Al's issues when other
programs aren't running but I find this happens a lot when Outlook (98) or
IE are running - at certain points they'll leap to the foreground usually in
the middle of typing or a mouse click. Only MS programs, note.
But it's not in the TweakUI I have - if you can find it please post what
program supports it.
