Unless this "setup" has been radically changed, you must remain
connected when you *first* run ie4setup.exe. You will, however,
be given the option of saving the files to your hard disk for
later installation. Running ie4setup (don't remember for sure if
that is the file name after choosing to download rather than
doing online setup) from your hard disk directory where you've
'told' ie4setup to put them will then set up the application. You
could, it would seem, download the cabs and other accompanying
files into an empty directory, zip them, then "sneaker net" them
to the machine where they are to be installed.
