"Set Temp=C:\Windows\Temp" won't help in this context.

Entering the SET command on its own in a DOS window
is a reasonable way to _view_ the environment parameters,
but entering SET with a _new_ environment parameter value
will have no effect outside the DOS window,
since each DOS box gets a copy of the environment
which is not shared and is destroyed on exit.

(This can be very frustrating if you are used to communicating
between DOS batch commands via the environment!)
