George,
You can set this path from the shortcut. If you have 98 or 95 with IE4 you
can right click on the NotePad icon from the Start menu. Choose "Properties"
from the menu that appears. On the Shortcut tab, change the "Start In" value
to the default path that you wish to use. Now when you Open or Save a
document, this will be the default folder.
