There are several shareware programs that will create a crossword puzzle.
You just type in the clues and answers and it builds the gridwork for you.
Then you can print the puzzle and also print the solution.

I don't have any program names but I DO know that they exist (I used one
several years ago).  If you search SHAREWARE.COM or TUCOWS for the term
crossword, I'm sure you will find them.
