More than likely the mouse has died.  New ones are cheap enough---or maybe
you could lend him yours to try out.

I assume he's taken the back off and cleaned it.  Try moving the rollers
inside by hand---that should move the pointer.  If so, clean the rollers
and ball with an old toothbrush. If not, get a new mouse. They don't last
forever. Though if it's dirty, there will usually be some movement.
Complete and sudden absence of movement usually points to mouse failure.
Check the plug at the back of the computer to make sure it hasn't come loose.

Check in Control Panel/System/Device Manager, and make sure there is no
question mark or exclamation mark by the Mouse entry, which might indicate
a driver problem.

Yes, you can do most anything via keyboard. Open Start Menu with Win
key.  Navigate up and down with arrow keys, select with Enter key. Some
menus respond to tab key (moving sideways in dialogue boxes I think).

Select any icon on desktop by clicking the first letter for that icon name.
Same in any open Explorer window.  Clicking  the letter  more than once
will move to the next item starting with that letter. Open the selected
item with Enter key. Enter key also double for OK buttons.

Items in menus have underlined letters which indicate the key to use for
that menu item.

To close a program, use Alt+Spacebar to bring up menu, then c.

It usually takes a fair bit of trial and error unless you are familiar with
keyboard navigation.
