Thank you very much. This was, indeed, the fix for my shortcut
creation problem. The last characters in this key on my machine
also had somehow been changed to %1. The change to %2 returned
the create shortcut procedure to normal.
Before the edit---<new>--><shortcut> just placed an icon wherever
it was created, no program association. After the edit
<new>--><shortcut> brings up the correct dialog box to configure
the shortcut for an application.
