Explorer is a Windows system file whose function is to view, manage, and
open or otherwise enable program files. It is not, as far as I know,
capable of any executory function such as accessing the internet on its own
account. So to that extent it is not necessary to either allow or deny it
access to the internet, unless it has some esoteric function that I've yet
to come across.
If you are seeing messages that Windows Explorer is trying to gain access,
you would have to query what is triggering this activity. That could well
be cause for alarm, as it could be a cloak for something sinister which is
not revealing itself.
