Try this:

Browse to the START MENU using explorer or right click on start menu and
choose OPEN
create a new folder in the start menu
name it Control Panel.{21EC2020-3AEA-1069-A2DD-08002B30309D}

Hopefully you will now have a control panel that cascades like any other
folder in the start menu.  It should give you access to the Control Panel
but be easy to delete if so desired when you are finished.

Hope this works on this doctored system you have.
