My daughter has a Windows XP system that has recently started exhibiting a strange behavior.
Whenever she attempts to use Windows Exporer (not IE) to, for example, open a program,
open My Documents, open My Computer, or most anything else - Windows explorer appears
to restart - the desktop loses the taskbar, and all icons, then comes back again. But no new
window or program gets opened. Running programs are not affected.

She can open programs by going to the All Programs -> menu and opening them from there.

She's got current Norton AV, and it reports no infections.

Any ideas?

Oh yeah, she's lost the reinstall CD, too. :(
