I'll reply to the easier question you asked; WinXP is multi-boot friendly on
a computer already running Win98. It will automatically set up a multi-boot
menu, if you already have Win98 on your system and an available second
partition. I'd have to hunt them up again, but MS has some instructions for
the steps to follow during the installation process to make sure that you
get WinXP to do a fresh install on the empty partition and not to try to
update your Win98 partition.

This is a great feature with WinXP, since many people may discover that
their hardware is not 100% compatible with WinXP, yet. They can continue to
play games with their Voodoo3 video cards or Aureal sound cards, for
example, under Win98, while taking advantage of WinXP for programs that
don't require all the features of these hardware items.

The problem for most people will be in creating the extra partition, since
this will require extra software, such as partition magic. Otherwise, they
will have to do a complete overhaul with fdisk, or they will have to add a
second hard drive. WinXP doesn't include any tools for changing an already
existing partition (other than fdisk), unlike what you will find with many
Linux distros.
