You need to do the same thing you did in Win 95.  Right click on the start
button, select open.  right click in the window that pops up and select new
| folder.  Name the folder Control
Panel.{21EC2020-3AEA-1069-A2DD-08002B30309D}

You will now have a cascading control panel menu.
