Although we probably all hate it, Microsoft's FrontPage is fairly easy
to use. It does put a whole lot of "garbage" into its pages though. For
a simple solution, how about just using Microsoft Word to create the
page and then save it in HTML format. This is a simple way for someone
to get to publishing web pages without learning a new program.
