Sure there is, just right click on the folders you want to grant access
to (In Windows Explorer or My Computer)
Choose Sharing and then click "Share As" and give the folder a
sharename.  Then Click "Depends on Password" and give Read Only one
password and Full access another password.  Generally, I leave the Read
Only password blank.
