Restart in dos and remove it manually. Or reboot into Safe Mode and remove
it. It probably can't be removed while you are in full Windows mode, as
these sorts of files often load into memory at normal bootup, so that
Windows sees them as "in use". Windows won't allow a file "in use" to be
deleted.
Or you can download a free Gibin utility called "Move on Boot" which will
move or delete any selected file at the next boot---designed for just such
a purpose as you ask. http://www.gibinsoft.net/gipoutils/fileutil/
