Thank you for your suggestion. I had modified the inf files before, but had
hoped to find a better way. Your message prompted me to go one more round,
and it did achieve what I was wanting to do. I found the initialization
string in the inf file and added the 'W2' option. After adding the 'new
modem' to my modem list and setting RAS to this configuration, the DCE speed
is displayed.

This is not something that the average user would do, but it is not all that
difficult either.
