Could be a number of different things. (YMMV)

It is generally cheaper. (Almost always.)

Generally, you get LESS "free" support and/or from a different place.

Sometimes it is "hardware locked" to what you get it with.

Sometimes the LICENSE is locked to what you get it with.

Sometimes it is exactly the same software as a "full version",
but with license restrictions.

Sometimes it a stripped down version with limited features.

Sometimes mixtures of any of the above...

There is no easy, (or one size fits all),  type of answer...
