This does not work for me either.  If I cancel the dialing, Internet
Explorer finishes loading and says it cannot find the site I want.  After I
close IE, there is no sign of the dialer window that you mention.  I think
there used to be an option somewhere that controls whether the window shows
up or not but I cannot find it either.

Later - found it, I think.  Go to Dialup Networking, select Connections on
the menu then Settings.  In the window that opens, choose "Prompt for
information before dialing".  After making the setting that you mention,
undo this again.
